Investment in the start-up ecosystem of Odisha by its government has paid off as it achieved ‘Top Performer’ batch in the national ranking of states’ startup.

In the maiden ranking exercise of the state’s start-up by the Department of Industrial Policy and Promotion (DIPP) of the government of India, Odisha scored 85 percentile to finish at the rank of ‘Top Performer’ alongside Karnatak, Kerala and Rjasthan.

With 100 percentile Gujarat won the ‘Best Performer’ rank among the 27 states and 3 Union Territories those had participated in the exercise.

LN Gupta, in charge of the MSME department of Odisha received the Award in a function of DIPP in New Delhi on 20 December 2018.

DIPP has begun the exercise from January,2016 with an objective to encourage States and Union Territories to take proactive steps towards strengthening the Start-upecosystems in their states. The methodology has been aimed at creating a healthy competition among States to further learn, share and adopt good practices, states a DIPP press release.

The 30 participants have been identified as leaders across various categories such as Start-up policy leaders, incubation hubs, seeding innovation, scaling innovation, regulatory change champions, procurement leaders, communication champions, North-Eastern leader, and hill state leader.

On the basis of performance in these categories, the States have been recognised as the Best Performer, Top Performers, Leaders, Aspiring Leaders, Emerging States and Beginners.

Andhra Pradesh, Bihar, Chhatisgarh, Madhya Pradesh and Telengana won the rank of leaders while Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh and West Bengal were adjudged as Aspiring Leaders. Assam, Delhi, Goa, Jammu and Kashmir, Maharashtra, Punjab, Tamil Nadu and Uttarakhand got the rank of Emerging States.  In the rank of Beginners, state finished are Chandigarh, Manipur, Mizoram, Nagaland, Puducherry, Sikkim, and Tripura
