Rainfall less than 50% of the normal in a Panchayat for three weeks in a row would now make the panchayat eilgible for a dry spell certification. For this new formula farmers would not have to wait till the crop cutting report for drought relief from the government.
Minister of Revenue in the Odisha governmet Maheswar Mohanty said, . “In the current year panchayats receiving less than 50% of normal rainfall for three consecutive weeks will be considered as dry spell affected since crop survival in such situations is remote,”
In the earlier practice crop loss was assessed after cutting of crop, said the Minister.
On the drought situation in Odisha Mr. Mohanty noted that “An improvement in the drought situation was seen after recent rainfall. While 103 blocks had deficit rainfall earlier, the number has now dropped to 96,”
He said that complete reports on the drought situation from the district collectors were still to come. “After the reports come discussion on drought would be held on October 10”
It is taking time, said the Minister, since reports are being made panchayatwise.
Erratic monsoon this year has left an adverse impact on the Kharif crop in the central and western Odisha arising drought threat among the farmers.
